100w suitcase is only putting out 60watts

Hi, bright sunny day in Baja Mexico, my panel is only putting out 60 watts. Voltage at 10 volts. I have a bougeRV 100w its putting out over 120watts! Why is my output so,low,on the 100watt suitcase?

Could you tell give us the electrical information for the third party panel? Are the two panels next to each other in the positioning?
Between 50-75W is what we would expect to see normally coming out of these two panels on a typical sunny day.

I have a Boulder 100 and Nomad 100. Best I have seen from both panels individually was about 75 watts. Might have to check out those BougeRV panels.
