Lighthouse 600 dual-light mode

Supposedly the Lighthouse 600 has a dual-light mode: turn the knob on one direction and both LEDs light, turn the other direction and only one LED lights. Mine lights both bulbs regardless. Any ideas on how to get this to work correctly?
